Citizen journalism – what is a citizen?

“Citizenship also often implies working towards the betterment of the community one lives in through participation, volunteer work and efforts to improve life for all citizens.” (from wikipedia).

Community is important for citizen journalism. Can the community be a virtual one? Can we have citizen journalism in virtual communities? Can one be a citizen of a virtual community?
